Abstract
This paper holds that income gap to be eliminated manifests between the western and the eastern and between town and country.Consequently,narrowing income gap should focus on these two aspects.Dual aims at economic growth and narrowing income gap can be achieved by transferring the production factor from the western to the eastern and speeding up urbanization.Basic direction of industrial structure adjustment is further pointed out in the paper.
