The Study on the Rural Residents' Willing and the Influencing Factors of Participating in the New Cooperative Medical System (NCMS) in Coastal Area

Objective Study the rural residents' willing and its influencing factors of participating in the new cooperative medical system(NCMS)in coastal area in China.Methods Both quantitative and qualitative methods,including semi-structured interview,key informant interview and focus group discussions.Interview with the rural residents,the managements of county hospitals and township hospitals,and the government representatives in charge of the NCMS in the pilot counties in coastal area of Fujian,Shandong and Zhejiang province in China.Results There was a high level of perceiving(94.90%)and satisfaction(94.30%)to the NCMS among the rural residents.The majority of them continue to join in the NCMS.But the request of people in developed regions will be more and more.They thought the compensation level need to be raised(51.90%)and the procedures need to be simplified(41.70%),comparing the NCMS with urban health insurance system.The study explored that the rural residents' occupation,educational level,and economic level would impact on the participating willing,but the health status,family population,satisfaction,and compensation proportion would not.Conclusion In-depth study to the negative factors of the NCMS development at present stage need to be conducted.We also need to improve the credibility of health service and develop basic-level medical institutions.
