Public Management and the Change of the Administrative Law

As a new management paradigm and tool, public management has made great changes take place in the social role of the government, in the relation between government and citizen. This kind of change has exerted an important influence on the development of the administrative law: economic globalization promotes administrative law to be globalized; deregulation promotes administration law forms to be verified; pursuing efficiency promotes civil servants to be politicalized and enterprises to be employeed; and that customers come first promotes administrative behavior to be democratized.
