Abstract
In accordance with the allocation theory of educational costs,vocational education learners should pay tuition,as is the practice under way in the free-tuition system in certain countries.In the globalized context of financial shortage,collection of tuition is a crucial approach to the fiancing for the higher vocational education.Yet,financial support may be granted to the poor students.
