Abstract

Mencius who was the representative of people-oriented ideas in Qin Dynasty in China.His people concept directly followed many ideas of Confucius,based on the Benevolent benevolent government strategy and made it be in great detail.Although he was from the ruling class interests,more or less with some passive,but at the time of the historical condition,his people-oriented ideas was a very forward-looking,and still has important theoretical and practical significance by now.
