Abstract
In view of property management which has taken place since reform of urban dwelling house system in China, this paper analyses institution of CPR property rights (common share and duty, and common governance on common resources in residence), showing that it is possible to form self-governing institutional arrangements, of common property rights by house-owners, and the tragedy of commons will not emerge again.
