The paper regards information as subsystem of the system of library and information and analyzes its three elements such as information collection and catalogue,information exploitation,information services in order to ensure formulation of information strategies more comprehensive,systemic and pertinent.According to objects-principles-strategies of general strategy mode,the construction of information resources strategies is based on the ensuring strategic aims and special principles,then derives cooperative information construction strategies,concentrative information exploitation strategies,multi-levels information services strategies based on users.
