Abstract
The privatization reform in natural monopoly industry is not only an economic problem,but also a legal problem.In this article,the author analyzes the legal barriers in the entrance into natural monopoly industry for private enterprises,and gives some proposals about removing the legal barrier of privatization reform in natural monopoly industry,amending the constitution,rescinding the administration governments'restrictive rights to private enterprises and improving legislation on the privatization reform in natural monopoly industry.
