Abstract
Through adding time dimension in the improved TOPSIS method based on connection degree,a new dynamic comprehensive evaluation model is constructed in this paper.Using this model,the independent innovation capacity of high-tech industries in China is evaluated dynamically.Through the comparative analysis of the evaluation results,the present situation of the independent innovation capacity of high-tech industries and the main indicators urgent to be improved is defined.As a result,the decision basis for promoting the independent innovation capacity of high-tech industry in China comprehensively is offered by this paper.
