Abstract
Non-property strategic exhaustible resources such as rare earth are essential for the country's economic development. We attempts to explore the path of economic growth based on optimal use of non-property strategic exhaustible resources by mathematical models and believe that sustainable economic growth can be achieved as long as the government effectively carries out a policy that would induce rational use of non-property strategic exhaustible resources.
