The paper briefly reviews the argument on the human spaceflight in USA in the previous century, takes the considertaion of discussion on the primary and secondary targets in MIT Report—The Future of Human Spaceflight, explains the intension of exploration and the reasons and actual significance with respect to taking exploration as the first target of spaceflight, and finally suggests that exploration be the first target of China’s space programs and activities, espeicalliy human spaceflight and deep spaceflight exploration.
