A Study on Regional Coordinated Development of Hebei Province from the Perspective of the Main Functional Zones

Implementing the construction of the main functional zones is a great national development strategy which aims to promote regional coordinated development at the stage of 12th Five-Year Plan.The government of Hebei Province clearly states that it will promote regional coordinated development among the economic circle around the capital of China,the eastern Hebei coastal economic belt and the south-central Hebei economic zone in 12 th Five-Year Plan.In this paper,using the Theil Index to measure the disparities and trends of regional economy in Hebei Province from2000 to 2011,the results are as follows:the overall regional economic disparities in Hebei Province progressively widen;the contribution of inter-regional disparities to the overall disparities increases rapidly;internal disparities cannot be ignored.The coordinated development of regional economic in Hebei Province is at a low level,and it is a difficult task to promote coordinated development of regional economic.Then,the influence of the construction of the main functional zones on regional coordinated development in Hebei Province is analyzed from the perspective of efficiency and equity.At the background of the construction of the main functional zones in Hebei Province,in order to promote regional coordinated development,it is required to guide regional body to participate in a wide range by propaganda,introduce supporting regulations to the construction of the main functional zones for its legal protection,streamline the relations between central government and local government,establish discriminatory mechanism in evaluation of government performance and further improve financial transfer payment system.
