Abstract
The Bolshevik Party with Lenin as the core had made hard exploration on how ,under the circumstance of carrying out the New Economic Policy ,to build up socialim in Russia ,which was economically and culturally backward. Proceeding from the actual conditions of Russia,Lenin deeply summariezed the experiences and lessons of having practised the Communist Policies in the Wartime,and pionted out that the essence of the New Economic Policy was the alliance between the proletariate and the peasnat , i.e. the combination of the Proletarian Vangard with the vast peasant masses .
