Abstract

It is held that for many years what has been followed by the rural financial reform is the financial institutional paradigm.This enables the rural financial system to fail to bring into efficient play the function of the allocation of financial resources.The rural financial reform that is only limited to some remedy within the existent financial structure,instead of developing concrete financial forms such the rules and systems to implement financial functions in terms of the principle of market economy and the change of the external economic environment,and optimizing the financial structure.The development of rural economy requires the return to the normal financial function of the rural financial system.It is pointed out that the rural economic reform should realize the pluralistic modes of the development of the rural financial system;the control over the non-regular finance should be relaxed;the formation of a competitive rural financial system should be boosted.
