Abstract
The following two parts have great influence the development of the national economy :whether improving rural land system or not; whether it is adapted to modern market-oriented economic of the development the land transfer mechanism. Land is not only the most basic means of production for the agricultural development, but also protects the basic livelihood for farmers. Therefore, how to give full attention to the vital interests of the farmers has become a key to land circulation.
