Public Finance and the Development of Rural Reform

The development of rural reform is inseparable from public finance.During the last 30 years of reform and opening up in China,the support of public finance for the development of rural reform has gone through a process of gradual deepening and enhancement,resulting in impressive achievements in terms of theoretical guidance,policy and capital expenditure.However,there also exist some defects.According to the spirit and deployment of the Third Plenary Session of the Seventeenth National Congress of CPC,public finance in the new period should strengthen the policy and financial support for agriculture,rural areas and farmers on the basis of our achievements and experience.Specifically, support should be provided for such aspects as agricultural production and the construction of rural infrastructure,rural primary and secondary education,new rural cooperative healthcare system,rural social security system,rural land system and innovation of financial system,with a view to promoting further development of rural reform.
