As a developing country,China clearly put forward the strategy of sustainable development,and had gradually implemented,while China also put forward the scientific outlook on development and harmonious society.It was trying to achieve the resources and environment power constrained optimal development of putting forward these policies and guidelines.So,it should be understanded of sustainable economic growth correctly.The resources and environment carrying capacity issue,which was the load carrying capacity of resources and the environment within the framework,was the best prerequisite for economic growth.It was the theoretical basis to develop and implement sustainable development strategies,and it was significant theoretically and practically that researched of resource environmental bearing capacity from the perspective of content,features and functions.
