A small and medium industrial enterprise technological innovation ability evaluating indicator system is constructed,of which three modules,nine essential factors and twenty targets,and the assessment method are put forward.The present technological innovation ability of small and medium industrial enterprises of Hebei is analyzed systematically,and the technological innovation model is obtained through analysis,namely most small and medium-sized industrial enterprises should make imitation and cooperation innovation,at the same time not losing independent innovation.
