Abstract

This paper proceeds from the scarcity of Japan's resources after World War Ⅱ, and focused on the route of realization of balanced economic growth under the condition of limited resources through the model of relations among government, capital and resources. Then this paper emphasizes on the effect of fiscal policy under circumstances of internal economic growth based on international growth theory. The conclusion drawn form this paper is that human capital or knowledge capital investment can make up for the insufficiency of common factors of production accumulation contributed to economic growth, and can stimulate economic growth to a greater degree. This paper is of great significance for China to keep economic growth better at present.
