Abstract
The right of social security, as a fundamental right of citizen, is a public right to the state. The state should try its best to ensure this right. This citizen's right is a duty of the state. But according to the theory of jurisprudence, this right isn't absolute. Different from other rights, the right of social security only can be exercised in the way of law, and cannot be abused. Along with the development of society, social security is not a charity any more, but a duly of the state. In order to realizing the right of citizen or duty of the state, we must make laws and form system to ensure it.
