Abstract
Governmental management rights increase the monopoly power and each country tends to relax the monopoly and to abolish the monopoly. Governmental management has surpassed the optimal operation scope in natural monopoly industry in China. The government should relax monopoly and set up effective competitive mechanism and form good recycle of system innovation and technology innovation.
