Abstract
Rule of Virtue ideology of the Western Zhou Dynasty was a kind of political domination thought in the light of senior noble headed by Zhou king. It is a political concept with concrete content but not an independent ethics moral concept, and it reflected the characteristics of early country's politics administering based on blood relationship and managing.
