Probing into the Character of Administrative Non-act

Administrative action is commonly divided into two kinds:administrative act and administrative non act. Many theory workers regard administrative non act as illegal administrative action. But,not all of administrative non acts are illegal, and many legal administrative non acts exist during the development of administration reformation. Administrative non act contains legal administrative non act and the illegal one. The paper tries to define administrative non act and classify it to provide some reference for theory workers.
