Inquiry into the Model of the Arrears in Project Payment for Financing

The action of the arrears in project payment on account of the trouble in financing is called the arrears in project payment for financing.The proportion of it to the whole arrears in the practice is quite large.For this reason ,the model is established and the cause is analysed in the first part of this article.On the basis of the analysis,the author put forward the countermeasures to prevent and cure it.
