Abstract

This paper shows us the reasons that there was constitution but no constitutionalism from the angle of the constitutionalism sense.. The author thinks that constitutionalism sense is the internal force of the constitutionalism and the masses should be educated to own constitutionalism sense on the base of the suitable constitutional culture.
