On the Concept of the General Legal Liability

Abstract
By refuting and absorbing many kings of legal liability theories,this paper illustrates in detail that the concept of legal liability based on a new obligation theory,points out the legal liability can be divided into general legal liability while legal obligation consists of general one and special one.However,general legal liability is equal to special legal obligation and at the same time special legal liability means general legal obligation.
