Abstract

The maritime transport safety,is a eternal topic which has its beginning but without its end.Taking a panoramic view of the marine average cases,some were described as shocking,various,and even incredible,bizarre and outrageous.After a marine average case occurred,a question was always asked:Why is this? This average should not have happened! The author with years of experience in navigation puts offers his view on the four elements affecting safety control,i.e.human factors,ship factors,environmental factors and management factors,to be discussed with the colleagues.
