An Experience Study of Choosing Proper Benchmark Explore in Public Sector Benchmarking Management

Benchmarking is an effective tool in improving organization performance which had been applied not only in private and public sectors.How to choose an adaptive benchmark is a key to a benchmarking tool.Usually,we prefer to choose such a big gap benchmark that we will get big resource to learn.However,there are many objective reasons which lead to the difference.There is a conflict between we expect and we actually choose.The key to the question is how to eliminate the objective condition factor and to choose a proper benchmark.This study focus on the key using management effectiveness method which takes organization effective effort as a benchmark.It is to overcome the influence from environment and objective condition in order to choose the adaptive benchmark.
