Performance Evaluation and Policy Suggestions of S&T Input-output Activities of China Universities Based on DEA-Tobit Model

In this paper,we use DEA- Tobit model to analyze the performance of the ST activities of the universities in the 31 provinces,and identify three major factors that impact the performance. The result of the empirical study shows that the reason why the inefficiency is not high is the inadequacy of the control ability on the ST activities. The development of ST activities of universities is closely linked with the local economic situation,human resources,and the construction of production system. Study and research can realize the sustainability of ST activities of the universities. The formation of reasonable ST system of universities cannot only rely on the augmentation of input,and needs a process of development. The revelation of foreign venture capital in universities can speed up the conversion of ST achievements of universities, and improve the efficiency of the allocations of scientific resources.
