Administrative law and administrative ethics are two essential administrative criteria,which are closely related and similar to each other.Based on administrative ethics,this paper analyzes modern administrative law and advances the theoretical possibility and realistic necessity to reconstruct modern administrative law.It also puts forward the framework of modern administrative law based on administrative ethics.
