Abstract

China's entry to WTO is that the government enters to WTO in some extent. WTO is an inter-government international organization based on mandatory rules, known as the economic united unions. WTO rules are also called an international administrative code. Chinese government has run by authority system for a long time. It is far from the requirement of WTO's rules. Therefore the government reengineering should be implemented immediately.
