A Study on the Development of Rural Social Endowment Insurance on the Background of Population Aging in Heilongjiang

Social endowment insurance,as the core item of contemporary social security system,is an important guarantee to solve the endowment problem for rural people.There are some characteristics which are population structure in Heilongjiang shows the huge size of the elderly,the rapid Growth speed and the degree of rural population aging higher than the town level.Through the interview method and the questionnaire survey for Mudanjiang city and other six city-counties,we can find that family providing for aged is still a main model in rural endowment,the rural elderly have difficulty in the real life and Heilongjiang urgently needs to develop rural social endowment insurance.We should strength the system construction of new type of rural social endowment insurance,enlarge the propaganda work,expand public financial input and promote the rural social endowment insurance fund to perform provincial level plan and carry out standardized management.
