Abstract
This paper discusses tragedy of as well as how to avoid tragedy from perspective of public administration.We believe that the tragedy of anti-commons is due to lack of an effective binding mechanism,and best way to prevent tragedy lies in government's integrating property rights and optimizing allocation of resources.On this basis,we analyze the tragedy of anti-commons which may occur in China's current reform of property rights system in public universities.And we hold that innovating property management system should be a top priority of public universities,which will help to avoid the tragedy of anti-commons.
