Viewed from the forms,the potential damage offense can be divided into two categories: one is concrete offense and abstract offense;the other is intentional offense and negligengt offense.At prensent,many western developed corntries have complete environmental legislation.And both the change of values of environmental legislation and the characteristics of environmental crime make it necessary to establish the potential demage offense of environmental crime.Consequently,our criminal law for it should also be laid down as soon as possible.
