Research on Overall Process Environmental Management of Highway Construction Project

The establishment of highway overall process environmental management system can offer support and guarantee for highway environmental protection,decrease the influence of both natural environment and social environment in overall process and promote the normalization and validity of the highway environmental management.Combined with the work demand of environmental protection in prior period,construction period and operation period,highway overall process environmental management system was proposed based on environmental plan management,environmental quality management,environmental technique management and environmental investment management.Author analyzed the highway overall process environmental impact and the situation of highway environmental management; proposed the concept of highway environmental management and analyzed the component of highway overall process environmental management system.Results show that operation of highway overall process environmental management system will promote the development of China highway and achieve the goal that economic benefit,social benefit and environmental benefit of highway construction project should be harmonious and unified.
