Abstract
Flood insurance is an important non-engineering flood-control measure.With a theoretical and practical review of the flood insurance development at home and abroad especially with reference to that of the USA,this paper attempts to find the flood risk prevention measures and institutional framework appropriate in the Chinese context through a comparative analysis of the differences of basic national conditions between China and the United States in order to provide a theoretical support and policy guidance for the establishment of China’ s flood insurance system.It is concluded that the operating model of China’ s flood insurance should be systematically innovated based on insurance policy and commercial operation.
