Abstract

The fundamental purpose of property rights theory is in the process of compare, selection, adjustment, correction and reconstruction, to test the efficiency of different ownership forms or property rights arrangements, and thus motivate the main interests of property rights and the overall social welfare maximization. But with the evolving system of marine fishery resources property rights, the only static property rights efficiency is not enough, the dynamic comparation is even more important. Base on the dynamic evolution of property rights, we defined property rights efficiency of marine fisheries resource assets , and analyzed the costs and benefits as the two dimensions and the relationship between property rights efficiency and path selection, built property rights efficiency comparison model, then proposd the two paths of marine fisheries property rights.
