Discussion on measures for flood management and disaster mitigation in China

The focus of flood management and disaster mitigation in China has been transformed from flood control to flood management.The author tried to theoretically expound the scientific meaning of flood management.The current situation of flood management and disaster mitigation was analyzed and difficulties in implementing the transformation were discussed.Some solutions were proposed.The countermeasures for flood management would involve various aspects,such as flood engineering planning and construction;legislation and regulation and their implementation;structural and non-structural measures;flood risk management and the social involvement of flood prevention behaviour,etc.
