Abstract
Informal employment is the main forms of employment when the surplus rural labor migrate to cities,but the reason is different for the first-and second-generation migrant workers. This paper concludes that informal employment is the common result of the realistic choice of migrant workers and government by cost-benefit analysis,it based on two micro-individual of migrant and government. Finally, we make some proposals to reduce the cost of employment of migrant workers.
