Abstract
The reform of state-owned enterprises from 1979 to the present has been 30 years,but did not completely solve the problems in state-owned enterprises.Defining property rights of state-owned enterprises has fuzzy place.Whether it is aimed at solving the problems of state-owned enterprise system and the mechanism is not active,or solving the problem of state-owned economic layout and structure,state-owned enterprises must promote the reform of property rights.
