Abstract
The principle of international cooperation is a fundamental principle in both international law and outer space law.China Manned Space Engineering Project should establish a legal framework for international cooperation.Complying with outer space treaties and considering the degree of international participation,China should enact a basic law to regulate important principles for international space cooperation.The basic law should be supplemented by bilateral agreements or MOUs which will provide the details for cooperation.The space cooperation law should be both realistic and prospective,taking the demand of space commercialization into consideration.
