Analysis of Energy Consumption Change and Comparison of Energy-saving Factors in East China

This paper discusses the factors influencing eastern Chinese energy consumption from 1997 to 2007 based on Laspeyres-index complete decomposition method,and obtains some conclusions that:economic growth is the main factor of regional energy consumption growth,and technological progress and structural adjustment play an important role in energy conservation; the sector energy efficiency improvement is the dominant factor,which achieves the rate of 36.5% in energy conservation,and industrial sector's energy efficiency is the main reason for energy conservation; energy-saving effect of structural adjustment is not obvious,and shows U-curve; further study indicates that the industrial sector structure and its investment effect advance the energy consumption for its lag effects. Finally,this paper gives some policy suggestions according to the comparison of energy-saving effect of three regions in eastern,such as industrial structure adjusting,energy structure optimization,energy efficiency elevation,etc.
