Abstract
The concept of local α-bi-diagonal dominant matrix is introduced and some necessary and sufficient conditions are given for identifying generalized strict diagonal dominant matrix,thus the corresponding known results are improved and generalized.As an application,we obtain a new distribution theorem about the(eigenvalue).
