The Theory and Practice of Operating Regulations of State-owned Enterprises for Public Services

In recent years, the state-owned enterprise reform becomes the focus of attention of the society. However, some discussions about the state-owned enterprises still lack a clear definition of the concept. On the basis of differentiating the state-owned enterprises for public services and the state-owned enterprises for profit, a path determined by the third plenary session of 18th CPC Central Committee, it is necessity for the state-owned enterprise reform to improve the special legal system suitable for state-owned enterprises for public services and to create a system-binding basis for differentiated state-owned enterprises in order to make state-owned enterprises for public services better serve the development of the socialist system with Chinese characteristics.
