Conditioned by the socialist system and manifold national conditions in the process of industrialization and modernization, China's market economy is inevitably characterized by governmental guiding, which is the basic economic function of the Chinese government. The key to a sound development of China's market economy lies in overcoming the invalidity on the part of the market and the government and bringing into full play the positive functions of the market. The ideal state of China's market economy is the unity of a highly effective market and a strongly powerful government.
