The“nonlitigationcharacteristic of the Chinese Constitution has its historic inevitability.The main causes are as follows:the model influence of former Soviet Union Constitution and Soviet constitutional conceptions;the impact of modern Chinese people's constitutional senses—constitutional regularization,constitutional programmatification and politicalization of the constitutional issues;and the limit of Chinese social democratic awareness and citizen's constitutional right awareness.
