Abstract
The paper introduces the conventional vulnerability assessment method and applies the comprehensive indexes method to evaluate the vulnerability of power emergency system.Then it combines with comprenensive indexes and the analytic hierarchy process to fulfill the quantitative evaluation of system vulnerability.Taking Shanghai power emergency system as an example, this paper evaluates its vulnerability with comprehensive indexes,and gets the objective and quantitative data which represent the vulnerability of Shanghai power emergency system.According to the result,the weak points of Shanghai power emergency management are listed out, the status quo and the reasons of the existence of the weak points are analyzed,then according to the index weight in calculation some proposals are also given for promoting this power emergency system.
