An Analysis on the Development of New & High Technology Industrial Cluster in Harbin

The author believes that the new high technology industrial cluster which has rapidly developed has sound external economic effect on economic growth and the upgrade of industrial structure. But, it still has such shortcomings as the comparatively weak effect on promoting employment, the low level of capacity for innovation, the low level of technology, and the low level of technology content in product. The author puts forward that the government should formulate relating policies and promote the development of enterprises. And the administrative department that in charge of the new high technology should set down the development plan for the new high technology enterprises and promote the formation of rational arrangement for the new high technology industry.
