Evolution of management system of inter-basin water transfer projects and its inspiration——On management system of South-to-North Water Transfer Project

Practices of the management system of inter-basin water transfer projects at home and broad were introduced.It was regarded that the organizational structure was changing from the unitary-body of organization,investment,construction and management to the multi-body mode.Water commodity consciousness market mechanism and corporation system were strengthened,and the water transfer management was specified by contracts and agreements through the definition of the property rights.The reform of water transfer management faced the following problems:the improvement of management efficiency,the enhancement of economic purpose,the realization of sustainable operation of water transfer projects as well as the regional cooperation.The innovated management system of inter-basin water transfer projects should start from the analysis of management affairs,the establishment of operational management system and the formulation of laws and rules.
