Abstract
There are two levels of constructing social moral-public servant moral and commonpeople moral, the former of which plays the leading part in influencing the social moral and is key to our social moral construction. Moral construction is the basic to the policy of ruled-by-moral. Common people moral includes not only social moral, but also private moral. Therefore, public servant moral and common people moral should be distinguished in reality in the course of constructing social moral.
